This is the annual membership for any alternate handlers in your racing team. These would be non-immediate family members (e.g. grandparent, aunt/uncle, friend) that will be on the track during a race day, participating.
For instance, someone who will be pushing a car onto the track, assisting in anyway on the track. These members must be covered by insurance due to the active participation. 
*This is not necessary for spectators.*
